Position OverviewWe are seeking a
Project Engineering Manager (PEM)to lead the technical execution of thermal power projects from concept through commissioning. This long-term contract role involves managing all engineering phases—proposal, design, construction, and performance testing—while ensuring alignment with technical standards and project requirements.
The PEM will guide internal engineering teams and coordinate deliverables from external
Engineer of Record (EOR)partners. This position requires both
strategic leadershipand
technical execution, with regular
travel to project sites and EOR offices.
Key ResponsibilitiesProject Development

Analyze project requirements and customer specifications during the proposal phase

Perform or review engineering calculations: heat balances, equipment sizing, pipe sizing, auxiliary loads

Develop and review technical specifications to support procurement

Evaluate vendor bids and assist with technical selection

Prepare detailed engineering subcontracts and coordinate with EORs

Ensure alignment between project scope and contractual obligations
Project Execution

Oversee execution-phase engineering deliverables in accordance with contract documents

Provide value engineering feedback to enhance cost savings and efficiency

Manage and review drawings, specifications, and schedules developed by EOR

Approve engineering deliverables and related subcontractor invoices

Lead vendor documentation reviews and technical bid evaluations

Serve as the primary technical contact for owners and stakeholders

Support issue resolution during construction and commissioning

Ensure successful completion of performance testing aligned with project guarantees

Education & Experience Requirements

Bachelor’s degree in Engineering required

PE License required (or equivalent 10–15+ years of experience)

8+ years of experience in engineering or project development of power generation or industrial facilities

Demonstrated success managing third-party engineering firms (EORs) and executing large-scale projects
