Seeking a Program Manager (Networks) to support the Naval Operational Architecture (NAO) Project Overmatch. The network pillar is tasked with delivering high-fidelity software defined networks of networks that integrate current and futures networks and radio frequency (RF) communication pathways into a seamless communications system. This system, the Navel Tactical Grid (NTG), is the implementation of the Naval Operational Architecture (NOA) and provides and distributes, efficient, agile, and expeditious communications and information exchange systems for the Navy. This system will support and enhance the Navy warfighting capabilities by enabling interoperability between disparate systems and creating a holistic operational environment that brings together Surface, Sub-surface, Airborne, Unmanned, and Shore platforms. The Networks Pillar is focused on three basic tenants: Inter-Service Information Exchange, Communications Resiliency and Interoperability, and Integrated Software-Defined Network of Networks. The Network Pillar is tasked with determining NTG requirements and technical solutions and applying them to specific target platforms and information exchange requirements. The Pillar works with current Programs of Records to define aligned platform architectures and acquisition roadmaps that result in delivering capability of the NTG in a timely manner. Key to the NTG is the implementation of routing technology that can adapt to environmental changes via automated or manual reconfiguration by managing all communications resources as a centralized holistic capability.
The Program Manager will perform the following duties: Essential Duties and Responsibilities
The Program Manager will be concerned with the overall planning, direction and success of major programs, systems development efforts, and research or technology initiatives which have great significance to the activities and agency's needs. Programs are typically large, multi-year efforts divided into several sub-programs/tasks. Program Managers are also responsible for the overall program definition, organization, and direction of short and long-range plans. This includes the responsibility for formulating, guiding, and directing the technical approach; and defining and negotiating with activity and agency personnel for necessary resources. Establishment and control of technical milestones, schedules, budgets and costs are also essential tasks for the program manager.
Degree/Education and Training Requirements
• Bachelor's level degree in any technical or managerial discipline
Experience
• 5 years professional experience in program/project management
WORKING CONDITIONS
• Work will be performed inside a large facility. An inside environment may be a cubicle (considerations: close quarters, low to moderate noise, bright or dim lighting).
• Work assignments vary based on client requirements.
• Sitting at desk. Phone use and PC or laptop. Filing required. May require lifting and carrying boxes of supplies or files up to 25 lbs. Extended periods of sitting while on PC/laptop or phone.
• General office equipment, which includes telephone, fax machine, copier, PC/laptop, and other miscellaneous office equipment.
• Regular attendance in accordance with established work schedule is mandatory. • You may be asked to continue performance during inclement weather or other conditions when others are not permitted to work
• No regular travel in support of this contract, however ad-hoc travel may be required
• Candidates must exhibit professional behavior that promotes teamwork, fosters cooperation, and enhances productivity in the workplace. Must be well organized with the ability to coordinate, prioritize and execute multiple tasks simultaneously in a high-pressure environment. Ability to communicate verbally and in writing to work effectively with a variety of government, military and contractor personnel at all levels. • Candidates must be able to interface effectively with individuals at all levels of the organization.
• Grooming and dress is usually business casual, but dependent on client's standards. Must not pose a safety hazard to employees working in the same general area. SECURITY CLEARANCE
• Active TS/SCI clearance required Estimated Compensation
• $69.71 - 74.51 /hr (Salary $145,000 - $155,000) Individual salaries are determined by a variety of factors including but not limited to employee's experience, skills, education, industry, location, company size, and overall market demand.
