Job Title: Coastal State Service Lead
Location: Southampton (3 days in office /2 days out where they may need to visit stakeholders)
Contract Duration: 12 Months
Daily Rate: £579.93/day (Umbrella Maximum)
IR35 Status: Inside IR35
Minimum requirement:
- Professional Certificate of Master mariner 2.2 unlimited. (This is a non-negotiable must have so start your search here)
- Command experience
- Project Experience
- Navigation experience at a senior level
- Experience in government
- Experience of working within costal state services in an organisational capacity
- Role will require liaison with Lighthouse Authority as stakeholders
- Looking for not only on ship experience but the state
- Regulatory Setting experience (desirable) and PM
The Role:
My client is currently resourced to deliver regulatory oversight for established navigation systems and technologies.
- The function represents the UK at international forums and oversees national coastal state services, ensuring compliance with relevant international regulations and standards.
- A growing number of emerging and innovative technologies are now being discussed internationally, with potential future adoption anticipated.
- Existing regulatory teams are not currently resourced to undertake the additional research, analysis, stakeholder engagement, and policy development required to establish regulatory positions on these emerging technologies or to address identified knowledge gaps.
- This is a time-limited 12-month project intended to address specific knowledge gaps and develop a forward-looking vision for coastal state services to inform future regulatory processes. The requirement is temporary in nature.
Rationale for the Project
Without this additional capability:
- Knowledge gaps will limit effective participation in international discussions and reduce the ability to influence technological direction in the national interest.
- Coastal state services will remain constrained within legacy frameworks and may not evolve sufficiently to respond to increasing maritime traffic and more complex navigational risks.
- Opportunities to modernise regulatory approaches in line with technological advancements may be missed.
- Given these risks, maintaining the status quo is not considered a suitable or sustainable option.
