Job Summary: The primary purpose of this role is to support the Executive Director of Integrated Care, Partnerships and Resilience in the development, direction, and leadership of a high-quality PFI contract and operational management function that addresses non-compliant aspects of the Project Agreement and oversees all aspects of a Project Company's contract negotiations, obligations and implementation.
Their duties includenegotiating contracts, advising management and ensure the contract provides 'best value' through the identification of areas of non-conformance and resolve through effective contract management.
The post holder will also be responsible for leading and ensuring the intelligent client function delivers PFI services to meet the Trust's strategic and operational needs across both PFI projects at Royal Blackburn and Burnley General Teaching hospitals.
The post holder manages Project Co and all third-party specialist consultants on the Passive Fire Protection and Remediation (PFP) programme to achieve the deadlines set by Lancashire Fire & Rescue Service (LFRS).
The post holder will support the Executive Director of Integrated Care, Partnerships and Resilience, Executive Director of Finance and Deputy Director of Finance in all aspects of PFP Contractual Compliance of the PFI Estate.
Main duties of the job
- To provide senior operational leadership across both Trust PFI projects. The post holder will provide strong and responsive contract management and develop the requisite governance arrangements to underpin the requirements, to achieve LFRS deadlines. They will also lead the Estates and Capital function within the Trust.

Will represent the Trust in contract discussions and negotiations as well as disputes (major and minor) with service providers and contractors, which may become highly contentious or challenging.
Person specification Qualifications
- Degree level qualification in building technical, property or business related area.
- Chartered member of relevant professional body
- MBA or relevant Professional qualification
Experience
- Proven PPP/PFI contract management knowledge including operational level experience
- Senior experience working with the NHS in relation to contract administration, operational service delivery and FM contracts
- Senior experience working with the NHS in relation to estates commercials and contract management
- Extensive senior management experience at Director or Deputy Director level in the public or private sectors
- Extensive experience of working with PFI teams across public and private sectors
- Experience of effectively managing NHS estates portfolios
- Experience of leading complex projects
- Extensive experience of directly leading substantial change to deliver project success
- Proven track record of sound commercial and contract management including the development of effective strategies within a large complex organisation
- Experience in leading and managing teams
- Evidence of leadership and delivery on large strategic developments
Knowledge, Skills and Abilities
- Knowledge and understanding of NHS policy and strategic issues within the profession and across the NHS
