The Department of Environmental Quality/Office of Management and Finance has a vacancy. The Louisiana Department of Environmental Quality's (LDEQ) mission is to provide service to the people of Louisiana through comprehensive environmental protection in order to promote and protect health, safety and welfare. The Accountant 4 position will protect Louisiana's environment and public safety by ensuring facilities statewide maintain the financial strength needed for proper closure, cleanup, and long-term compliance.

Minimum Qualifications

Six years of experience in accounting, auditing, financial operations, payroll, or banking; OR Six years of full-time experience in any field plus twenty-four semester hours in accounting plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR A bachelor's degree with twenty-four semester hours in accounting plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR A bachelor's degree in accounting, finance, business administration, management, economics, or statistics plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus two years of experience in accounting, auditing, financial operations, payroll, or banking; OR Possession of a Certified Public Accountant (CPA) license plus one year of experience in accounting, auditing, financial operations, payroll, or banking. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information

Job Duties:

  • Serve as LDEQ's primary reviewer of financial assurance submittals across Solid Waste, Hazardous Waste, Water, Radiation, and Remediation programs.

  • Analyze complex financial instruments including letters of credit, surety bonds, trust agreements, and financial tests to determine regulatory compliance.

  • Manage trust fund accounting, including reimbursements, deposits, disbursements, and reconciliation of financial assurance accounts.

  • Prepare financial reports and forecasts for monthly, quarterly, and annual program needs.

  • Coordinate with EPA, financial institutions, and internal program staff to maintain compliance, update policies, and support regulatory improvements.

Position-Specific Details:

Appointment Type: This position may be filled as either a probational appointment, job appointment (a temporary appointment not to exceed four years), or promotion of permanent classified employee. If the position is filled as a job appointment, it could be converted to a probational appointment should funding become available.

Domicile: East Baton Rouge

Compensation: This position offers a Special Entrance Rate (SER) listed below. This is the minimum compensation that may be offered. The job title and salary offered will be determined based on qualifications and experience.

  • Accountant 4: $30.35 per hour
