Contracts Specialist Ii
The design and construction procurement team oversees major, complex project procurements for about 20 departments, supporting a $9.7b five-year capital improvement program. Projects range from airport terminals and water facilities to public safety buildings, libraries, parks, and long-term transportation improvements. The team seeks a contracts specialist ii with strong judgment and initiative to manage procurements under city, state, and federal regulations, ensuring compliance with federal programs and small/disadvantaged business initiatives.
hours: 8:00 a.m. - 5:00 p.m.; m-f
pay: $37.00 to $43.00 per hour doe

duties
- hiring engineers, architects, and professional services consultants.
- hiring general and specialty contractors utilizing the design-bid-build, job order contract, construction manager at risk, or design-build delivery method.
- special projects not under the city's capital improvement program.
- prepare call for bids and bid documents to advertise design-bid-build
- prepare powerpoint presentations
- schedule and hold pre-submittal and pre-bid meetings with consultants, contractors, or staff
- respond to consultant or contractor questions during advertisement
- schedule and facilitate evaluation panel meeting with staff
- schedule and facilitate project interviews with consultants, contractors, and staff
- negotiate contract rates
- review and provide feedback on fee proposal submittals
- issue notices to proceed
- review bids for responsiveness
- collaborate with the equal opportunity department as needed

requirements
- minimum of three years of experience working with governmental contracts or experience assisting a contracts administrator in contract preparation.
- bachelor's degree in public or business administration or a related field.
- other combinations of experience and education that meet the minimum requirements may be substituted.
- knowledge of design and construction and/or arizona revised statutes title 34 procurement experience preferred.
- knowledge of federal, state and local procurement regulations.
