Contracts Specialist Ii

The design and construction procurement team oversees major, complex project procurements for about 20 departments, supporting a $9.7b five-year capital improvement program. Projects range from airport terminals and water facilities to public safety buildings, libraries, parks, and long-term transportation improvements. The team seeks a contracts specialist ii with strong judgment and initiative to manage procurements under city, state, and federal regulations, ensuring compliance with federal programs and small/disadvantaged business initiatives.

hours: 8:00 a.m. - 5:00 p.m.; m-f

pay: $37.00 to $43.00 per hour doe

location: phoenix, az 85003

duties

  • hiring engineers, architects, and professional services consultants.
  • hiring general and specialty contractors utilizing the design-bid-build, job order contract, construction manager at risk, or design-build delivery method.
  • special projects not under the city's capital improvement program.
  • prepare call for bids and bid documents to advertise design-bid-build
  • prepare powerpoint presentations
  • schedule and hold pre-submittal and pre-bid meetings with consultants, contractors, or staff
  • respond to consultant or contractor questions during advertisement
  • schedule and facilitate evaluation panel meeting with staff
  • schedule and facilitate project interviews with consultants, contractors, and staff
  • negotiate contract rates
  • review and provide feedback on fee proposal submittals
  • issue notices to proceed
  • review bids for responsiveness
  • collaborate with the equal opportunity department as needed
  • prepare and execute contracts

requirements

  • minimum of three years of experience working with governmental contracts or experience assisting a contracts administrator in contract preparation.
  • bachelor's degree in public or business administration or a related field.
  • other combinations of experience and education that meet the minimum requirements may be substituted.
  • knowledge of design and construction and/or arizona revised statutes title 34 procurement experience preferred.
  • knowledge of federal, state and local procurement regulations.
  • background check required
