On behalf of Homes England, we are looking for an ICP Enterprise Data Engineer (Inside IR35) for a January 2027 contract based Remotely with occasional travel to London.

As a ICP Enterprise Data Engineer, your main responsibilities will be:
. Act as the day-to-day enterprise point of contact for data-engineering-related technical queries, risks and issues across all ICP-Data workstreams.
. Coordinate with Enterprise Data Architecture to ensure data engineering delivery aligns with agreed architectural principles, data models and target-state designs, without redefining or owning those standards.
. Work closely with Enterprise Analysis to ensure data engineering delivery supports agreed capability definitions, scope boundaries and phase objectives.
. Provide enterprise-level oversight of Azure Databricks usage across ICP capability and platform initiatives, ensuring consistent application of agreed data engineering patterns, CI/CD approaches and platform engineering practices.
. Ensure agreed data engineering standards and ways of working are applied consistently by all delivery resources operating within ICP-Data, including internal, supplier and contingent resources.
. Maintain oversight of engineering readiness and common delivery enablers, including environment setup, platform access, CI/CD enablement, onboarding, and other recurring blockers that may affect delivery quality, pace or supportability.
. Maintain visibility of data engineering delivery health, including progress, cross-workstream dependencies, risks, technical debt, platform impacts and resourcing concerns.
. Act as a central escalation point for delivery-related engineering, platform or resourcing issues, escalating material risks to the Head of Data Engineering and Platform and relevant governance forums where required.
Essential:
. Significant experience in modern cloud data engineering, including Azure Databricks, Azure Data Factory, Azure Data Lake, CI/CD automation and engineering practices in enterprise Azure environments.
. Strong understanding of data integration design, data modelling, metadata, engineering assurance and the secure design of repeatable, reliable and reusable data solutions.
. Experience of providing technical oversight, assurance or coordination across multiple teams, suppliers or workstreams in a complex delivery environment.
. Strong working knowledge of Python, PySpark, SQL, Git-based development and Azure DevOps, including the practical application of engineering quality controls and deployment standards.
. Good understanding of enterprise cloud security and governance controls, including identity and access management, managed identities, service principals, key vault usage, network isolation and least-privilege access.
. Experience identifying, tracking and resolving engineering risks, platform blockers and cross-workstream dependencies, with the judgement to escalate issues at the right time.
