Interim Recharge Accountant needed to streamline cost allocations and improve financial reporting.

A forward thinking Midlands local authority is embarking on a programme to strengthen financial reporting, improve cost transparency, and modernise key processes. As part of this journey, the council is seeking an Interim Recharge Accountant to help redesign how statutory recharges are calculated and applied across a range of ring fenced services. You'll be joining a supportive finance team committed to improvement, clarity, and long term financial sustainability.

Your new role

Interim Accountant - Recharges
6 Months assignment

In this pivotal interim assignment, you will take the lead in reviewing and improving the council's internal recharging processes across areas such as the Housing Revenue Account (HRA), Building Control, Land Charges, and Licencing.You will work closely with the Chief Accountant and other senior stakeholders to:

  • Ensure costs are allocated correctly and compliantly.
  • Simplify and modernise existing methodologies.
  • Support the council's move from a disclaimed audit opinion to an unqualified one.
  • Prepare the organisation for a more streamlined and consolidated recharge approach in future years.
This role offers a unique opportunity to deliver meaningful change and bring greater clarity and confidence to budget holders.

What you'll need to succeed

You will be an experienced accountant with strong technical expertise and a solid understanding of local authority finance. Key strengths include:
  • Knowledge of statutory and ring fenced fund requirements (HRA, Building Control, etc.).
  • Experience working with recharges, cost allocations or complex financial modelling.
  • Ability to analyse, simplify, and improve processes.
  • Confidence in working directly with senior finance leaders.
  • A collaborative approach, with the communication skills to support both finance and service managers.
Experience within the public sector or regulated environments will be highly advantageous.
