OverviewWe are seeking an experienced NEC Housing Developer to support a significant and complex re-implementation programme of the NEC Housing system. This programme is central to delivering a markedly improved Housing service for tenants and leaseholders, enabling more collaborative and efficient working across Housing and wider Council services.The role plays a critical part in improving KPI, operational, and performance reporting, strengthening rent and service charge income collection, and supporting improved debt recovery. A key deliverable will be the incorporation of approximately 4,500 leasehold properties into NEC Housing, providing full visibility of leasehold data within the system for the first time.Key Responsibilities

  • Support and contribute to system design workshops with stakeholders
  • Configure and upgrade NEC Housing management system modules
  • Develop and enhance solutions using Oracle databases and Oracle Apex
  • Carry out SQL scripting and data analysis to support reporting and system performance
  • Perform functional testing and support User Acceptance Testing (UAT)
  • Support the enablement of Account Analytics functionality
  • Reduce manual data duplication and improve data integrity across systems
  • Deliver structured skills transfer to permanent Housing officers

Technical Skills & ExperienceEssential:

  • Expert-level experience with SQL scripting and Oracle Databases
  • Strong hands-on experience with Oracle Apex
  • Proven experience configuring or upgrading NEC Housing management systems
  • In-depth understanding of NEC Housing database structures and data models
  • Experience with XML, JSON, SOAP, and REST integrations

Desirable:

  • Java development experience
  • Local authority or social housing experience

This is a specialist short-term engagement supporting a major implementation programme, with a strong focus on knowledge transfer to internal teams.
