Job Overview

Slough Borough Council is seeking an experienced Pay and Reward Manager to lead the organisation's pay, reward and payroll framework.

This role provides both strategic and operational leadership across pay structures, reward mechanisms, payroll delivery and market competitiveness. The successful candidate will ensure pay and reward arrangements are equitable, transparent, legally compliant and aligned to workforce and organisational priorities.

You will work closely with senior leaders, Trade Unions and key stakeholders to deliver sustainable pay and reward solutions, while also leading continuous improvement across payroll and pay-related processes.

This role requires significant experience in a UK Local Authority senior pay, reward or payroll role.

You must have strong working knowledge of NJC pay, terms and conditions, hands-on experience with Unit4 ERP, and proven experience of pay modelling, pay structure review, Trade Union consultation and team management.

Candidates without this level of local authority pay and reward expertise are unlikely to be considered.

Key Responsibilities

  • Lead the review, development and maintenance of local pay and reward conventions
  • Develop and review paylines and pay structures to maintain competitiveness
  • Ensure pay and reward arrangements are fair, transparent, legally compliant and support recruitment and retention
  • Provide expert advice on pay and reward matters to senior leaders, Members and stakeholders
  • Lead pay analysis, benchmarking and market intelligence work
  • Develop business cases to support changes to pay structures, supplements and allowances
  • Monitor the impact of pay decisions on recruitment, retention, turnover and workforce planning
  • Review and manage supplementary allowances including market supplements, shift pay, on-call and standby payments
  • Lead continuous improvement across payroll and pay-related processes
  • Champion effective use of Unit4 ERP to improve efficiency, controls and data quality
  • Provide leadership and management to the payroll / pay and reward team
  • Lead Trade Union consultation and negotiation on pay and reward matters
  • Prepare reports and briefing papers for senior leadership, JNCs and Members
  • Ensure compliance with NJC terms, equal pay requirements and local government best practice

Essential Experience & Skills

  • Significant experience working in a UK Local Authority in a senior pay, reward or payroll-related role
  • Extensive knowledge of NJC pay, terms and conditions
  • Proven experience reviewing and developing pay structures, paylines and local conventions
  • Strong analytical skills including pay modelling, benchmarking and market analysis
  • Experience working constructively with Trade Unions, including consultation and negotiation
  • Hands-on experience using Unit4 ERP for payroll and/or pay and reward processes
  • Recognised payroll qualification such as CIPP, or equivalent relevant experience
  • Proven experience managing and developing a team
  • Experience reviewing and managing supplementary allowances including market supplements, shift pay, on-call and standby arrangements

Desirable

  • Experience leading payroll or pay transformation / service improvement programmes
  • Knowledge of job evaluation schemes used in local government
  • Experience presenting complex pay and reward issues to senior leaders or elected Members
