Senior Professional Accountant - SES -

This position serves as a Senior Professional Accountant and is responsible for reporting and reconciliation of financial activities associated with the Florida Division of Emergency Management (FDEM) and reports to the Deputy Bureau Chief of Financial Management. Duties include, but are not limited to:

  • Assist with transfers, year-end closing, and financial statements, included but not limited to adjusting entries, reporting, transactions and reconciliations.
  • Complete special projects, as required, related to internal and external requests.
  • Responsible for reconciliation of all accounting systems utilized by FDEM such as Central FLAIR, Departmental FLAIR, PALM, and FDEM enterprise business systems.
  • Research, analyze, and report on FDEM compliance with the Prompt Payment Law (215.422, F.S.)
  • Process invoices, contracts, grants, and subgrant payments in all accounting systems utilized by FDEM.
  • Assist with daily, weekly, monthly, quarterly, and yearly reporting requirements for internal and external parties as defined by supervisor.
  • Process P-Card transactions in WORKS, or other systems as defined by the State of Florida.
  • Assist with preparing and/or auditing travel requests.
  • Back-up to Payroll Processor for all payroll entries, including but not limited to adjustments, leave payouts, supplemental and repayments/redistributions.
  • Process Indirect, Service Charge to General Revenue, and Risk Management Insurance on behalf of FDEM.
  • Create correcting entries in FLAIR or other defined business systems to ensure accurate record retention.
  • Upload all back-up documentation in AXIOM and FDEM enterprise systems as necessary.
  • Perform other duties as assigned.

In response to emergency events, FDEM employees may be required to work irregular hours, to work more than 8 hours per day, to work extended periods (including nights, weekends, and holidays), to work at locations other than their official headquarters, and to perform duties in addition to those outlined in the employee's position description. Employees must be able to deploy to emergency sites with limited advance notice.

Knowledge, Skills, and Abilities:

  • Knowledge of State of Florida's accounting, financial, budgetary, and procurement systems (FLAIR/ PALM/ MFMP/ FACTS/ DEMES/ LASPBS/ BAPS).
  • Ability to review, analyze, and evaluate data.
  • Ability to examine financial records.
  • Ability to understand and apply laws, rules, regulations, policies, and procedures.
  • Ability to conduct research and prepare reports.
  • Ability to probe and obtain critical facts.
  • Ability to utilize problem-solving techniques.
  • Ability to plan, organize, and coordinate work assignments.
  • Ability to communicate effectively, both orally and in writing.

Minimum Qualifications:

  • A minimum of three years of experience in financial management, accounting, or a similar field. A post-secondary degree form an accredited institution in any of the aforementioned fields may substitute for the required experience on a year-for-year basis.
  • Experience using Microsoft Office Suite (Excel, Word, Outlook) with the ability to learn and navigate FDEM enterprise business systems.
