We are supporting a UK Government organisation undergoing significant transformation and are seeking an experienced
Target Operating Model (TOM) Consultant to help design and establish a new directorate.
This is a high-impact role where you'll work closely with senior leaders to define organisational structures, operating models, governance, and capability requirements. You'll play a critical role in shaping how the directorate operates, ensuring it has the right people, processes, and frameworks in place to deliver its objectives.
The ideal candidate will have a strong background in operating model design, organisational development, and government transformation programmes, with experience working alongside Service Design, User Research, and User Experience teams.
Key Responsibilities
- Design and develop Target Operating Models (TOMs) for a newly established government directorate.
- Define and shape the structure of the directorate, including teams, functions, reporting lines, and governance arrangements.
- Advise on organisational design, workforce planning, and capability requirements.
- Develop Centre of Excellence (CoE) models and recommend the capabilities required across the function.
- Work with senior stakeholders to gain agreement and alignment on organisational structures and operating approaches.
- Create organisational structure charts, governance frameworks, and operational documentation.
- Develop handbooks, playbooks, and guidance materials to support the new operating model.
- Design and improve internal processes, controls, and ways of working.
- Conduct organisational reviews and internal audits to identify opportunities for improvement.
- Support organisational development (OD) activities and wider transformation initiatives.
- Collaborate with Service Design, User Experience, and Digital teams to ensure organisational structures support effective service delivery.
