Location: Dublin 2. Alternating 2 day / 3 day per week office pattern. Occasional attendance may also be required at Co Clare office.

Start Date: 27th July 2026.

Contract Duration: 3 months with further extensions.

Introduction & Client Overview

A central government department responsible for developing safe, sustainable transport to support economic growth and social progress. Recently underwent a major transformation programme, including:

  • New staffing and organisational structure
  • Creation of a centralised Digital Hub
Digital Hub - Core Functions
  • Data & Analytics: Collects and analyses data to support policy and decision making.
  • Technology Operations: Manages infrastructure, networks, service desk, and IT equipment.
  • Project Delivery / PMO: Ensures high quality delivery of critical IT projects.
  • Management Support: Handles governance, vendor management, budgeting, procurement, and training.
  • Digital Solutions: Works closely with internal divisions to design and implement digital solutions.
  • Enterprise Architecture: Defines a 5 year technology roadmap aligned with organisational and government goals.
  • Cyber Security: Implements a risk based cyber strategy across the organisation.
Transformation Programme
  • Focus on improving IT governance and portfolio planning
  • Technology strategy and operating model
  • Alignment across all divisions

Goal: Enable effective innovation and strategic delivery of IT services.

Services Required
  • External resources will support the Digital Hub in project delivery, report to internal project leads, and collaborate with multiple IT and non IT teams.
  • Work will be delivered concurrently across multiple projects and teams.
Role Overview

The resource will assist and support the Department Digital Hub division with providing support to projects. The Test Manager will be responsible for planning, coordinating, and overseeing all User Acceptance Testing (UAT) activities on behalf of the Department of Transport on multiple projects within the Ingres/OpenROAD programme and other digital hub projects as the Department directs. This role ensures that business requirements are validated and that the solution is fit for purpose before moving to live environments. The position is independent of the third party project development and QA teams to maintain objectivity and represent the Department of Transport interests.

Experience

At least 5 years of substantial professional experience as a Test Manager. Experience levels less than this will not be accepted.

Qualifications

Hold one of the following:

  • Technical degree to bachelor level 8 or other related third level qualification in Computer Science, Engineering, Information Technology, Mathematics or other relevant field.
English Language Proficiency (MANDATORY)
  • CEFR C2 Proficiency/Mastery (or equivalent).
  • Fluency will be assessed at presentation stage if no certificate is available.
Key Responsibilities and Deliverables
  • Develop and communicate an Overall Testing Strategy for the Programme.
  • Prepare, execute and document test cases based on Business & Functional Requirements to ensure thorough testing of requirements in a fast paced environment.
  • Work with stakeholders to analyse existing or new processes and systems to provide high quality advice and deliverables.
  • Report issues to management where these could have an impact on a major deadline.
  • Review test cases written by peers / third parties to ensure all requirements are covered in test case documentation.
  • Coordinate UAT activities across multiple workstreams and releases.
  • Ensure UAT scope and test coverage are aligned with business requirements and programme objectives.
  • Act as the primary point of contact for UAT between client business users and the project team.
  • Communicate UAT progress, risks, and issues to DoT UAT Manager and governance forums as directed.
  • Ensure UAT environment availability and stability by liaising with infrastructure/technical teams.
  • Oversee preparation and validation of test data for UAT scenarios.
  • Facilitate execution by DoT business testers (provide guidance).
  • Support defect logging, prioritisation, and triage with project teams. Collate defects on behalf of business users.
  • Monitor defect resolution and retesting. Escalate blocking issues to the DOT UAT Manager.
  • Track UAT progress against plan and report daily/weekly status.
  • Validate readiness for UAT sign off and provide evidence to Management.
  • Ensure UAT aligns with business requirements as well as regulatory standards by validating test execution outcomes.
  • Confirm that all critical business processes are tested and validated before being signed off to Go Live and report gaps to DOT UAT Manager.
  • Ensure the existing Department Business as Usual (BAU) systems are not affected by the addition of new or updated applications.
  • Update each project's Requirement Traceability Matrix (RTM) with UAT Data.
  • Schedule UAT resources and manage delivery timelines.
  • Work with other sections in environment availability enhancement to include refresh strategy, data obfuscation, and privacy controls for test data.
  • Assist with non functional and integration testing (e.g., security, end to end journeys across infrastructure and multi system releases).
  • Coaching and mentoring junior testers and business UAT participants.
  • Provide the following reports: Daily/Weekly UAT Status Reports; Evidence for the UAT Test Completion Document.
  • Any other ad hoc business support requirements as required.
Competencies / Skillsets
  • Good understanding of UAT processes and ability to interpret business requirements.
  • Experience in coordinating UAT execution activities for a large multi workstream program and across multiple organisations.
  • Familiarity with defect management tools (e.g., JIRA).
  • Excellent communication and stakeholder management skills.
  • Ability to manage multiple priorities and work under tight deadlines.
